Chelsea Draper, CCAM, CPM

President | Certified HOA & Property Management Leader with Local Insight

Chelsea Draper leads Premier Property Services with a focus on thoughtful communication, practical solutions, and strong client relationships. A Certified Community Association Manager (CCAM) and licensed real estate professional, she began her career in Sonoma County in 2014 and quickly became known for her responsiveness and hands-on approach.

In 2019, Chelsea brought together two well-established local firms to form Premier Property Services, blending personalized service with solid operational capability. In 2024, she expanded the company’s offerings to include full property management to better serve local communities and property owners.

Chelsea believes in clear, proactive communication and building relationships that make a meaningful difference for Boards, homeowners, and property owners alike. When she’s not working, Chelsea enjoys spending time with her family and showing her horses throughout the region, she calls home.

Carol Rogers, CCAM, CPM

Senior Community & Property Manager | Experienced HOA Manager with Local Expertise

Carol Rogers brings decades of association and property management experience to Premier Property Services. She entered the industry in 1990 and earned her Certified Community Association Manager (CCAM) designation in 2013.

Carol has managed a wide variety of homeowners associations, from smaller residential communities to larger multi-site properties throughout Sonoma and Marin Counties. She focuses on compliance, reserve planning, and smooth day-to-day operations so Board members and homeowners can feel confident and informed.

With deep local knowledge of vendors, regulations, and community needs, Carol provides steady guidance and practical insight to every community she serves. Her thoughtful communication and commitment to operational excellence help create well-run, cohesive communities.

Jody Burton

Accounting Manager | HOA Financial Oversight & Reporting Expert

Jody Burton is the Accounting Manager at Premier Property Services, overseeing the financial operations that help communities stay secure and transparent. She brings more than 25 years of accounting experience, with over 17 of those years focused specifically on homeowners association finances.

Jody is known for being meticulous and organized, and she takes pride in producing accurate financial reports that owners can trust. She works closely with clients and the management team to promote clarity, compliance, and effective stewardship of community funds.

Her financial leadership supports strong performance and dependable reporting, which are key elements of the proactive, results-driven service PPS delivers. When Jody isn’t balancing numbers, she enjoys spending time outdoors with her family and her two dogs.
